drm/amdgpu: Add plumbing for handling SQ EDC/ECC interrupts v2.

SQ can generate interrupts and installs the ISR to
handle the SQ interrupts.

Add parsing SQ data in interrupt handler.

v2:
Remove CZ only limitation.
Rebase.
